How about another network broadcast? There was the message from Skye warning against Rumlow, Ward and Kara. Another one could go out with Rumlow having killed Coulson and SHIELD's suspect for killing Coraline?

Even if no one volunteers as a witness (or maybe they use that network post to make their statement), it could send the message that Rumlow is considered a suspect and wanted for questioning.
