Murder He Wrote Plotting
So, as it might seem obvious, Rumlow has killed again, as seen here here. From his end, he did this to investigate the notion that death is not permanent in this place, since he has been told by two people now but unwilling to believe it until he verifies it himself. He, of course, has been bored the last month skulking around the hotel and the network since there was an internal cast call for his head or at least to keep him contained.
Now that he has made a killing public for the entire hotel to see, I figured it was time for a plotting post so that everyone can get involved with the possibility of catching him or killing him, whichever people actually want or what their character would do if encountering him. Some notes on Rumlow himself that may be important to players: he's a professional, highly dangerous, and he basically sets up scenes or hides bodies for a living. He's an excellent actor, military background trained and is a potentially high-ranked member of HYDRA, which is one of the main villainous organizations in the Marvel Cinematic Universe. If he feels it is to his benefit or amusement, he will kill a character without hesitation. His morality is generally faced towards advancing his cause and survival.
That aside, there are some points about the body and the situation in which he worked that will hopefully lead characters after him if they choose to get involved.
Anyway, any questions or plotting, let's get it in the comments! I will answer what I can, but responses to that will be slow today as I'm travelling.

- Coraline screamed at the bottom of the stairs at approximately 10-11 pm. The killing took about 2-5 minutes and the body immediately removed. No evidence at the bottom of the stairs aside from maybe scuffing on the carpet.
- The body was posed in the breakfast area around 4-5 am. He would not be seen doing this, and he picked this time because it was the one least likely to have people moving around.
- From the video post, it would be obvious that she was strangled with some kind of thin rope, and it was a struggle.
- Also from the post, she was strangled by someone much, much stronger than she was as evidence by the fact that her eyes are bloodshot.
- The note was still present at the breakfast table where she was posted and it was hand written and not hurried. It can be assumed it was either pre-written or the person had time afterwards (which is true).
- Someone is free to have seen a guy matching Rumlow's description briefly with what looked like a white sheet tucked into a back pocket before he slipped off to skulk more in the hotel. This sheet was actually a pillow case to blind Coraline.
- Coraline's room key was taken and her room was sifted through but nothing apparent was taken. Those who knew her well or knew what she had in her room well would notice that her candy is missing. Nothing else. The room key was left on the floor just inside of it (and no it wasn't closed).

since you mentioned handwaving coulson gathering the team in a plan, he could reasonably anticipate skye being stupid and let her get ahead of herself to be some kind of distraction piece and just silently plot for the big team-up to get the jump on rumlow when she does make a stupid move. i don't believe skye is considered mission-ready yet otherwise, but if she finds out rumlow killed a kid, she won't care.

It might be interesting if people wanted to talk to Rumlow with strong suspicions he did this, and then she does this silly thing, and that involves him getting caught. I still need to organize which team actually catches him.

and also because he has a track record for misappropriating personal responsibility. He's already suspicious of Rumlow since discussing him with Coulson.He'll help with investigation and If they so much as get to a 65% 'we're pretty sure this is the guy' (given he's already got one confirmed kill anyway) I'm offering him to take care of business, and he'd probably grab Eggsy for backup. And 'taking care of business' for him would be getting Rumlow held still for long enough to displace a few vertebrae and incapacitate him without killing him. Which I can see not being a lot of fun to play so. yeah let's talk about that. :x

As far as punishments go it might be interesting for them to vote it out icly but I guess my suggestion would be room arrest, maybe? just on an ooc front.

In his room. Because not just anyone could handle this guy, and giving Rumlow a hard time sounds like a pretty good way of passing the time to Steve.

General food for thought...
Rumlow is far from a typical baddie. He went toe to toe for a good bit against Captain America. (Hence why as much as Trip would like to go after him, he knows it can be a fatal mistake to do it alone.)
And if everyone votes to keep Rumlow detained, would the hotel allow such a thing to take place? Would a room even be a good place to detain him? The only way I see him not escaping would be to have round the clock guard of powered people in the same room with Brock.

At this point, he will not apparently undergo too much by the staff unless he goes after someone for a third time, in which case, he would be put into 'solitary' or lock down for a week so he learned his lesson.
